What “free recruitment” means
Recruiting agencies earn money in two ways: a fee from the employer, and a service charge from the worker. When an advert says “free recruitment”, “no service charge” or “free of cost”, the employer is paying the whole cost of hiring you, and the agency should charge you nothing. Large and well-known employers increasingly insist on this.
On other jobs, a registered agency is allowed to charge you a service charge — but never more than ₹30,000 + 18% GST, and always with a receipt.
What you may still pay on a free job
| Cost | On a free-recruitment job |
|---|---|
| Agency service charge | Nothing |
| Passport, photos, attested certificates | Usually you |
| Medical test | Sometimes you — ask before you book |
| Pravasi Bharatiya Bima Yojana insurance (ECR passports) | You — ₹275 for two years or ₹375 for three |
| Visa and air ticket | Normally the employer — check your offer letter |
How to confirm it is really free
- Check the advert says it — “free recruitment”, “no service charges” or similar, in writing.
- Check the agency is licensed on the eMigrate portal — our licence check guide shows how.
- Ask the agency in writing (email or WhatsApp): “Is this job free recruitment, with no service charge for me?” Keep the reply.
- Refuse any “deposit”, “registration” or “processing” payment. On a free job there is none — and on any job, nothing is paid before a written offer.

Questions people ask
Is free recruitment really free?
On a genuine free-recruitment job, you pay the agency no service charge — the employer pays it. You may still pay for your passport, documents, sometimes the medical, and the compulsory insurance for ECR passports.
Can a free-recruitment agency ask for a deposit?
No. Any "deposit", "registration" or "processing" fee means the job is not free. Do not pay, and report the agency if it is unlicensed.
What can an agency charge if the job is not free?
A registered recruiting agent may charge at most ₹30,000 plus 18% GST, with a receipt.
